I respectfully disagree when you say the rights of the victim are not a central issue here? It is all about the victim! It is why we have laws against rape. Abide by the laws that are established to protect us. Follow through with them to completion regardless of how many years it takes. Like you said, establish and reinforce the absolute deterrent.
